To be able to view the minutes from the state meetings, you must log in with your user account.  Sorry for the conffusion but these cannot be public documents on the website.  Once you have confirmed your registration information by selecting the e-mail from either Squarespace.com or sean.mimoose@gmail.com you will need to contact the webmaster and give hime your membership number and name be able to view the hidden items on the website.
